well u will set the circle and u will end ur turn. so u need to wait for the next turn to activated it.

Cope. You can also normal summon Rod and gain another circle, so that's 2 in 1 turn. You can only activate 1 per turn anyway so the set is ok.

Clogging your own backrow with 2 Circle is not a good idea.

It is a good idea as you need backup. They love taking circles away from the field.
