These are drop skills. You need to duel Legendary Duelists. The level of these Duelists doesn't matter and they are really random drops. You can be lucky and get the skill early or you have to duel lots of LDs and still don't get it. I got the Destiny Board skill for Bakura from a random lvl 10 Bandit Keith after weeks of farming high level LDs.
