Not really, Silent Magician (the structure deck one) special summons herself with no effect.

Just wait until Pendulum summon mechanics and it will make sense.

Yep, Pendulum summons are not treated as an effect because they're a very own mechanic. So you cannot Pendulum summon this card. But I think that is the only exception.

It's a kinda weird restriction too, even with Pendulum Summon, because who the heck wants to play this card in a Pendulum deck?
