They definitely hit the right cards. They don't want any sort of Hero deck to be completely unplayable, because that would piss off more Japanese players than you think.
Them being unplayable because Anki is literally their only good card isn't a defence for not hitting Anki.
If any HERO deck not focusing on Anki ever becomes viable, it'll probably be Fusion Summon-based, and won't be with the existing cardpool. Cards like Dian, Dangerous, Shining Flare Wingman and even Trinity simply aren't good enough to carry a HERO deck.
Dude they would have hit the hero deck if it was needed. IDK if you use duel links meta but heroes were taken off of the tier list - I think that is pretty good justification they do not need to be hit. They are already struggling
Thing is Anki isn't that problematic. If you have the right back row it is pretty easy to take down Anki.
Anki getting limited to 1 would be the best solution but no Extra Deck Monster has ever been hit by the list since getting some of them out require time.
Anki may get nerved in the future but I wouldn't even use Anki when Survival's End is around along with Nepthys ritual.
If you are whining about the actual Anki deck, remember that they got a big hit with the limit on Vyon (& Celestial semi-limitation) which greatly reduced the playstyle of the deck.
Right now, the only way to play an Anki deck is to draw a couple of Mask Changes ASAP, get rid of the opponents backrow, and then summon your Ankis safely to beat him if you can.
