Having 3 cyber angel cards in the semi limited list doesn't really fit with having a cyber angel event. A cyber angel deck should at least be able to have one of every CA card in it...
Well keeping things on the list of semi limited and limited list for over a year without occasionally testing how decks would cope without it being limited is a bit of a crap system. So much changes in a year with new decks that can cope against old overpowered decks.
Which isn't even close to what you (I assume) said originally.
That being said, they likely do internal testing. Potentially breaking the format to trial a card coming back seems like a bad way to do things.
They could probably get away with limiting one of them (likely Dakini), but I don't think any of them should be unlimited. Dakini is still a rather strong card here.
The thing is tho, that’s is how the TCG has often done it. They’ll unban a card for a format to see how much of an impact it has on the meta. Sometime it’ll flop (Imperial Order) or it might be too broken and go right back on the list (Snatch Steal).
