is it possible for a trading game to implement different ban list for each tier?
For example, rookie has econ unlimited. Then it goes stricter as the tier goes up.
In theory: yes. But it would be a very bad idea because you have to define tiers first and that’s not easy in trading card games (e.g. when is a deck a harpie deck? When is it just a harpie engine? When is it just a random deck with some harpies in it?)
I mean, in theory it would still be possible. But it would create some other problems that has to be solved (what about PvE stuff? What about other PvP events? Does KCGT have a very own banlist? etc.)
