Balanced in a sense, because everyone is playing Bamboo FTK and nothing else. Everyone plays the same deck and has the same chance to win, they just have to win the 50/50 coin flip and they win the duel.
Are they really unaware that newer cards + older cards may create broken interaction that ruins the game? Banlist exist exactly to stop that.....with 1000+ cards in the game, there's no way they can remember all of them to prevent such interaction from happening, so hitting the cards after that happens is the next best choice.
Once a card game expands, one of two things will happen. A banlist is created, or a set rotation is implemented. That happens to all card games, since there's no way to easily keep track of thousands of cards.
Since Yugioh doesn't have set rotation, that means we get banlist instead.
