Can't Floodgate during Damage Step, it's the same reason why you can't Floodgate the Silent Magician LV8 summoned by the non-LV Silent Magician.

Damage Step has a very strict restriction on what kind of effect can activate.

so only (you can use this effect in damage step) and "change attack point effect" can active in amage step ?

Counter Trap cards, and Quick effect that negates, can also be used during Damage Step :)
