Because limiting Mask Change also affect the other Masked Heroes.

good, most people don't want it viable to begin with. Limiting this card wouldn't even destroy this deck completely, just push it out of the meta into rogue decks.

Many people wants the other Heroes to be viable too, in fact it's one of the most loved archetype in Japan.

I never said it makes Heroes unviable. I said that it affects other MASKED Heroes. Anki isn't the only Masked Hero in the game, limiting Mask Change also kills other Masked Heroes.

Knowing Japan's obsession with Heroes, Konami wouldn't want to outright 🔥 Masked Heroes like that.
