I know it’s a while away, but I’d be willing to bet that by the time we get Arc-V they knock it down to 15 at the most. They’ll probably pull a move similar to Zexal and give 3 characters with a max level of 30.

Duke gives you a total of 5+10+15+20 = 50 up to level 9

Other duelists give you a total of 10+15+25 = 50 up to level 9

The total is the same. They didn't nerf anything.
