Floodgate Trap Hole doesn't negate Summons. The effect of Obelisk that prevents cards being activated in response to its Normal Summon will prevent Floodgate Trap Hole, though. (But there's nothing stopping you from Floodgating an Obelisk that was Flip or Special Summoned.)
I personally feel like Cyber Dragon isn't all that OP. Yes its effect lets you summon it without tribute if your opponent controls a monster, but then there are similar cards like Big Piece Golem, Power Invader, etc that are already in the game.
It's hard to tell if it actually inflicts damage or not. That effect is used ONCE in the entire series, against the Rare Hunters in the alley, and one of them (unsuccessfully) activated Mirror Force in response.
I guess its vague-ass Japanese text does mention damaging the opponent, though.
