So, how useful is this card through this meta? Any hybrid decks revolving around this?

Not that useful, due to the completely luck-based effect that doesn't allow you to benefit in any way even if the effect fails.

The one time I faced this card, my opponent ends up adding Super Rush Headlong to my hand. My opponent was on a very good position and I was ready to surrender, but that Conscription completely changed the duel into a victory for me.

*sorry, should be "when", not "even if".
What I meant is that with Snipe Hunter's luck based effect, if the effect fails you at least set up your Graveyard. With this card if the effect fails you potentially just screwed yourself.

I was fighting vagabond and it didn’t let me use this card. I had it set and on his turn he Summoned Amazoness princess and did some junk until he banished my set trap, conscription. It never asked me if I wanted to activate the card. Also, whether or not I can use it in response to a draw seems to vary. Can someone help?

It was because you didn't set the chain toggle. Check your setting when you are dueling. You can choose between "Auto", "Tap", and "Toggle Button". Set it to "Toggle". Then you will see an icon on the bottom left of the screen.
If you set it "ON", you can activate your trap on your opponent's draw phase, standby phase etc

So I just played a game where someone drew all 3 at the start of the game. Was the biggest load of 🔥 I've ever seen.

Use prescience, peeking goblin or telescope to know when to activate. Otherwise, it's just luck.

Conscription works great with the Peeking Goblin spell card. You get a little more control over what you special summon.

Clarity on wording.. says normal summoned or set... so why does it work on tributes? Tributes can only be summoned or set by completing the tribute hence it has its own name: Tribute Summon. Surely this shouldn't work or the card is opaf.. downside of possible fail but upside of possible BEWD, Daedalus etc

A tribute summon is treated as a normal summon, that is why you can only tribute summon once per turn as it counts as your normal summon for the turn. also, the card is good but its not op. if you run a balanced deck (as everyone should) you have about a 40-50% chance of drawing a spell/trap in which case it is added to your hand (also counts for ritual monsters).
