I understand now. This is a quick spell card. Quick spells don't exist in Rush Duel. That's why you can't use it even if it has the "rush" text on it.

^ yes, it can activated in damaj step. It's stat-changing card like Mirror Wall or Half-Shut. Unless the card need a certain requirement, like Wall of Disruption that can only activated when your opp declare an attacc

If it is set on the table you cannot activate it during battle phase
