"Relinquished" + 1 Effect Monster
Once per turn, when your opponent activates a monster effect (Quick Effect): You can target 1 Effect Monster your opponent controls or in their GY; equip that target to this card you control. This card gains ATK/DEF equal to that equipped monster's. Monsters with that equipped monster's name cannot attack, also their effects on the field and their activated effects are negated.

Pros

Gains attack based on the monster equipped to it.
Easy fusion materials.
Negates opponent’s monster effect.
Prevents opponent’s monsters from attacking

Cons

Can only equip when your opponent activates a monster effect.
Attack prevention and effect negation only works on monsters with the same name as the one equipped to it.

Tips

Effective against decks with monsters that are treated as the same name. Some examples Cyber Dragon or Harpie Lady.
Equip the monster activating the effect to negate it.

Relinquished

Relinquished is the fusion material you need to use to summon Millenium-Eyes Restrict although Relinquished himself can be superior in some ways. First of all Relinquished can equip an opponent’s monster anytime during your main phase.

Another thing when Relinquished would be destroyed by battle, you can destroy his equipped monster instead and the battle damage will also be inflicted to your opponent, an effect Millenium-Eyes Restrict does not have.

Curse of Dragonfire

You can fusion summon Millenium-Eyes Restrict by using Relinquished and Curse of Dragonfire on your field as materials even without using a Fusion Spell.

Millennium-Eyes Restrict effect does not activate with regards to Buster Blader, the Dragon Destroyer Swordsman, along with DNA surgery on the field.

Dude it's awesome against Darklords LOL. If you have king of the swamp, senju and invoked in your deck it's so easy to get this card out right away.

I'll add it also counters many other meta decks easy, like Fortune Lady, grave keeper, neos, silent magician. Quite a few ways to play it

Why does this cards effect NEVER seems to activate or do anything whenever an opponent uses a monster effect?

I think he's having trouble because his backrow zone is full, and this monster needs backrow slots for negation.

Someone else try using this card and see how often its effect fails to activate when I assume it should. For example, if gravekeepers spy is flipped face up, should you be able to negate that effect and equip that monster to this card?

Dude, you should NOT be able to negate gravekeepers spy's effect, because it was during damage step.
That is a very basic rule of this game.

i think i figured this out. enter a duel with an npc and check your settings. under Activation Confirmation, make sure under Chain that Self Chain ON is enabled, Auto for Activation Confirmation. it may just be expecting you to be tapping on the screen to use it.

My Yubel and Yellow Phoenix will have a difficulty on this card.

So this card is very splashable.
Being it only takes a effect monster and relinquished.
You don’t need to run any relinquished
Just fusion substitute cards like beast king of swamp.
Or hex monsters etc
