Ironically, yeah. Although I don't know how useful this would be compared to Return of Red-Eyes.

Same with red-eyes spirit since it effects all red-eyes monsters. I have seen a few builds where they only included the normal red-eyes, so I'm thinking that maybe this could still be good depending on how you build your deck. But I need to test it out first.

**** this card and every loser that uses a BEWD deck. Yeah let's give Blue Eyes a free monster reborn that's also a quick play. It's even more overpowered than Mask Change because you don't even have to lose a monster to activate it
