What are the rulings? If I remove this monster, will I be able to attack again or is the effect still applied after this card leaves the field?

It's a continuous effect. The effect lasts as long as the card is on the field. Even if you summon this card after your opponent summoned a monster, the effect still applies in retrospective:

vengeful bog is better a lot more monster removal than spell/trap removal. this needs a tribute
