Since this card is not a Quick-Play spell, it lacks the flexibility to be used during your opponent’s turn, which is the key to eliminate all their monsters before they get the chance to attack you, therefore we will not see much use in the current fast-paced meta.

I've been running one of these in my red eye buster deck to counter subterror and it works really well whenever I get it
It's not perfect, as it's just one card of a 23 card deck, but it has undeniably won me a lot of games against subt
